Paid search in the UAE is Google Ads: Google receives 95.42% of search-engine referrals there. I set up and manage campaigns for companies selling in Dubai and across the Emirates: English and Russian queries, landing pages and tracking of every enquiry through to the deal.
First: whose advertising account
Google pauses ads globally for advertisers based in Russia (Google policy notice). The Google Ads account and billing are therefore set up on your company outside Russia, in the UAE or elsewhere. I work inside your account with the access you grant. Without such an account I do not promise a launch.
What the work includes

If you sell real estate
Property advertising in Dubai requires a Trakheesi permit (Dubai Land Department). The developer or licensed broker obtains it; I check that it exists before launch. See real estate marketing in the UAE.
Delivery is remote from Moscow; there is no office in the UAE. Moscow is UTC+3 and Dubai is UTC+4, so calls fit the working day in both cities. Media spend is paid to Google separately from my fee.

No. Google pauses ads for advertisers based in Russia. A company account and billing outside Russia are required.
Which language works better?
It depends on the buyer: English for expats, Russian for buyers from CIS countries. We usually test both and compare cost per enquiry.
Is the media budget included in your fee?
No. You pay Google directly; my work is invoiced separately.
